CM appeals to maintain age-old relation with neighbouring state
ITANAGAR, May 20: Chief Minister Kalikho Pul on Friday appealed to the people of Arunachal Pradesh and Assam living along the interstate boundary to maintain the age-old relationship of peace, harmony and cooperation.
Pul made this appeal after being perturbed by the news that some organisations are trying to create misunderstanding among the people living along the inter-state boundary through social media and regional newspapers.
He said that people of the two sisterly states have a strong bond of human relationships and cultural affinity that has been nourished together for centuries. He appealed to the people of the two states that we should not let this bond to be shaken by divisive forces.
It is very unfortunate to see some organizations with vested interest are trying to disrupt the age-old relationship of both the states by misguiding the general people and trying to create unwanted situation along the interstate Assam-Arunachal Border, he said.
Condemning the circulation of such nuisance through some social and regional media, Pul said that his Government would not tolerate such disgruntled elements and would strongly deal with them.
The Govt. is conducting enquiry into the matter and those found responsible would be punished under appropriate sections of law, Pul disclosed.
“Being the peace loving and law abiding people, we should not allow such elements to grow and create misunderstanding between the people of the two states as it is visibly clear that the voice raised by some vested organizations in social media like facebook, whatsapp and regional media is not the voice of the people of Arunachal but that of a criminal outfit,” Pul said.
He appealed the people not to give heed to such voices but to remain vigil and cautious and to see that such disgruntled voices of individuals or organization do not lead us in a wrong direction.
At the same time, he appealed the people to work in non-communal or non-regional manner keeping in mind the interest of the state and the nation at the topmost priority as it is the duty of every citizen of the country to work for the peace and harmony of the society, the CM said.

Need a long term solution

Chief Minister Kalikho Pul and Governor JP Rajkhowa have recently extended financial aid to various medical patients. These aids are timely and will definitely help those patients. More number of people is increasingly rushing to Chief Minister and Governor's office to seek financial assistance. In the short term these are valuable help but government needs to plan for the future. It is not possible for CM and Governor to provide financial assistance to every people who turned up in their office.

A time will come when funds will get exhausted. Therefore state government will have to find out a long term solution. Chief Minister's Universal Health Insurance Scheme can play a pivotal role in this regard. State government should increase the insurance amount from the present Rs 3 lac.  A proper survey should be conducted by expert team of doctors and accordingly they should decide the amount which has to be fixed under CM health insurance. Secondly the state government should improve the health care facilities. Tomo Riba State Hospital, Naharlagun along with all the major general hospitals located in district headquarters should be upgraded. These hospitals should be equipped with latest technologies and world class equipments. Also state government should invite private health care provider like Apollo to invest in the Arunachal. If citizens are provided world class health care facilities within state they will not have to travel to outside Arunachal.

Has Justice lost its ground in Tawang?

Dear Editor,

This is regarding the news item "Tawang police yet to register case on May 2 killings" published in your esteemed daily on May 19. I would like to convey my sincere gratitude for the brilliant news item expressing concern over the inordinate delay in taking action against the accused in the inhuman shooting that took place at Tawang.

I fail to understand why the police authorities have not yet proceeded with the investigation of the case, when it is clearly a cognizable offence; which means "a case where the police authorities can arrest without warrant". Besides, from the sequence of events that led to the shooting on May 2, it is also a well established fact that two police personnel openly fired at a crowd of protestors and the other pertinent fact is that the bullet mark on one of the victims was on his head which indicates a clear intention to cause death. So where is the confusion and why have arrests not been made on these cogent and well established facts. Moreover, there is no need for a magisterial inquiry for taking cognizance as Section 156(2) of The Code of Criminal Procedure (CrPC) clearly empowers the police officer to investigate a cognizable case and the section also states that "the proceeding undertaken by the police officer will not be called into question…" In fact, the whole purpose of an investigation is to make arrests and examine witnesses and it is only thereafter a police report has to be forwarded to the judicial magistrate who will then decide to take cognizance or not. None of the established procedural/process has been followed even after our Honorable Supreme Court's decision in Lalita Kumari  V. Union Of India(2014 SC) made it mandatory for the police officers to register an FIR. Has Justice lost its ground in Tawang? Have honest police officers sold their morality to money and unrelenting politicians? It is our constitutional and human rights to have a speedy trial but current laxity shown by those responsible for an effective investigation and inquiry  only strengthens the reality that dissenters have no voice in Tawang.

Yours,

Tenzin

Delhi.

Clarification

Dear Editor,

This is in reference to reader's forum item related to the re-surfacing work at DNGC approach road which was published in your daily on May 19.

It is to clarify here for all concerned that the re-surfacing work is just a routine maintenance type with pre-mixed carpeting having a maximum thickness of 1'' in order to provide smooth surface ridding. However, the confluence stretches where water tends to stagnant have also been raised with granular substance to avoid further stagnation of water with minimum resources available with the division.

Further, it is worth mentioning here that the Govt is planning to convert flexible pavement into rigid pavement in coming days and accordingly,  the  office concerned has prioritized all such feeder roads which could serve maximum utility and then to the other sectors and internal road networks.

All concerned are also requested to bear with the inconvenience caused due to ongoing re-surfacing work within the Capital region.

Yours,

Er Tana Nekam Tara

Bring changes for  free and fair recruitment in Govt job

Dear Editor,

Through the columns of your esteemed daily, I want to place my grievances before our Chief Minister Kalikho Pul.

Respected Sir, You have already made many changes in governing system and other fields since you came in power for the good cause of the people of Arunachal. My humble request to you is that please do make some changes in departmental recruitment exams. As all are aware that use of mobile phones and other illegal means during recruitment exams is prohibited but this instruction is not followed by all. There was no one whom we could approach for this unfair activities in exam halls until you came as a ray of hope for all.

Therefore, I request you to instruct every state government department to conduct frisking process during recruitment exams so that every eligible citizen gets a free and fair chance to compete. Further, I would like to request you to instruct the concern authority to deploy 2-3 security personnel at every exam centre during recruitment as it is heard that some candidates sometimes even try to misbehave with the invigilators.

Hope you take into account these considerations and hope to see free and fair competitions for all in every departmental exams specially during clerical and junior engineer exams conducted by concerned departments, so that able and genuine candidates get selected.

Yours,

A state Govt job aspirant

Reintroduce copter service

Dear editor,

Through your esteemed paper I would like to request  the authorities for reintroduction of helicopter service in  places like Anini, Anjaw and many more border areas.

Daily helicopter service should be provided till there is proper road connectivity for the convenience of general public, emergency patients as well as for Govt officials. As usual every alternate week we do get road blockage here in Anini for two-three days, but matter is never  highlighted, even not in media.  Sometimes, non availability of essential commodities in the market due to road blockade makes life miserable.

Therefore, it is my earnest request to our CM to provide helicopter service in  such critical zones without delay.

Yours,

Dr. Nani Obing
